A federal appeals court affirmed a 2019 rule requiring shrimp trawling vessels 40 feet or longer to fit turtle excluder devices, rejecting an industry challenge after evidence showed skimmer trawls kill endangered sea turtles and previous tow-time restrictions had less than 35% compliance in some years.
The rule applies only to vessels 40 feet or longer; smaller skimmer trawls and other fishing methods remain exempt.
